A wheel nut has to reach a set turning effect — too loose and it works free on the road, too tight and the bolt is ruined. The wrench clicks at a moment rather than at a force, so a 0.60 m handle reaches 110 N·m on 183 N where a stubby 0.18 m one needs 611. Pull at an angle and you lose part of the arm as well.

The wrench is calibrated to release at a preset moment M = F·L sin θ, so the force required depends entirely on the handle you use: F = M/(L sin θ). Doubling the handle length halves the force needed for the same tightness, which is why long torque wrenches exist. Pulling at an angle θ to the handle instead of square to it shortens the effective arm to L sin θ and pushes the required force up again. What the joint experiences is the moment, not the force, which is why the tool measures the one that matters.
